In July 1997 Gustin, Cothern & Tucker, was began work on the first phase of a three phase Eglin Air Force Base Boundary Survey of the southern boundary line in Santa Rosa county, Florida. The three phases totaled 22 miles of boundary survey. Four miles being along the East Bay River and 2.5 miles along the East Bay, the remainder along residential areas and undeveloped forest. The scope of work required that:

All survey notes shall be in accordance with the Corps Manual of Instruction for Geodesy, Cartography, Hydrography and Photogrammetry".
All property lines be referenced to the local State Plane Coordinate System.
All property lines shall be described in accordance with the Rectangular System of Public Lands. Original government survey notes must be used to reestablish corners
Permanent monuments shall be located or established at all property corners and R/W's. POL monuments shall be set at minimum of 500' intervals and intervisible.
U.S. Air Force boundary signs shall be placed along the Government property lines at 200' intervals and intervisible.
Trees along government property lines shall be marked in accordance with the
Corps Manual of Instruction for Geodesy, Cartography, Hydrography and Photogrammetry".
All property lines shall be cleared a minimum of four (4) feet wide, trees and underbrush shall be cut flush with the ground and limbs no closer to the ground than 7 feet.
Provide a detailed description and sketch of each monument used and established on Forms 977 (Report on Establishment of Survey Mark).

A Mean High Water (MHW) Survey was also performed using In-Situ TROLL™ Model SP4000 Electronic Pressure and Temperature Sensors. These electronic sensors were installed approximately every � mile along the East Bay River going upstream from the Hwy 87 bridge. Sensors were also installed at Miller's Bayou and Dean Creek and a slough on East Bay. Tidal Station Hernandez, on the west shore of Garcon Point, was used for control. A total of 12 stations were installed and collected data for 5 days. This data was then processed according to Florida Department of Environmental Protection (FDEP) specifications and reports and maps were submitted and approved by FDEP.
